It can be your MIDI interface that filters out or rejects some parts of the MIDI message, I know that the MOTU interfaces has a serious problem with Miniak sysex messages but it transmits NRPN and CC properly. you must get the sound from your sound-interface input, not the plugin output. Miniak-editor is not a VST synth/sampler like halion or etc it does not generate any sound it only transmits and recieves MIDI messages.

You need another MIDI cable from your MIDI interface out to Miniak in for a proper connection.

You should look for the problem somewhere else in your MIDI chain, host settings or the Miniak itself. The only parameter that generates "program change" message is the bank\program knob which is located under MIDI IN device. Maybe it is automated by your host or linked to an external MIDI...
